Compared to previous ratings, quite serious changes have occurred in it: the rating indicators of both the head of the region, Alexander Evstifeev, and members of his government have decreased significantly, the balance of power has changed, representatives of the previous team have entered the top - all this, apparently, is a consequence of the deteriorating situation of the republic in the socio-economic sphere. As we predicted in our previous publications, there is a segmentation of republican power and its disintegration into separate opposing centers of influence, communities, clans and alliances with different goals and attitudes (“Muscovites”, “Saratov” and “Markelov’s”). Evstifeev is still trying to distance himself from them and is not taking anyone’s side, but due to the weakness of his positions he will certainly be drawn into this process.

During the period under study, significant changes occurred in the composition of the RME government - Alexander Evstifeev’s creation, Acting Minister of Finance Lolita Arkhestova (43rd place in the previous top 50), left it. Arkhestova Alexey Toroschin (previously not rated), an official of the Markelov conscription, previously, before Arkhestova, had already been appointed acting minister. Toroschin is the son of Yulia Toroschina, who heads the financial department of the Yoshkar-Ola city administration. Thus, the Toroschin family clan is closely involved in the financial flows of the region. It remains to add that at least in this there is some continuity between the Evstifeev government and Markelov’s team, in which family clans also flourished.

Yuri Sidyganov (15th place in the previous top), whose candidacy was proposed by the Kazankovs during separate negotiations on the communists’ support for Evstifeeev’s candidacy in the elections of the head of the region, also left the post of deputy chairman of the government. The resignation is a significant sign of changes in the relationship between Evstifeev and the Kazankovs. It should be noted that after Sidyganov’s departure, the number of representatives of the Mari people in Evstifeev’s government decreased to three.

There has been a rotation of heads in several regions of the republic, the main reason being the rejuvenation of district personnel. Perhaps the leapfrog with the heads of the Russian Federal Tax Service for Mari El has ended. This time, the former head of the tax inspectorate of Naberezhnye Chelny, Liliya Gatina, has been appointed head of the fiscal department. And a month later, the main directorate of the Investigative Committee of the Russian Federation for the investigation of especially important cases announced the completion of investigative actions in the criminal case against the ex-head of the RME, as well as the ex-deputy chairman of the republican government and concurrently the Minister of Agriculture and Food, Iraida Dolgusheva and general director commercial structure of Natalia Kozhanova. Markelov himself complains about the creation of “torturous conditions” for him in the pre-trial detention center, his critically deteriorating health, complete isolation from his loved ones, and pressure from the investigation to force him to confess to crimes that he did not commit.

Finally, the verdict ended the three-year epic of investigative actions against the ex-mayor of Yoshkar-Ola Pavel Plotnikov, who was charged with receiving a bribe in the form of three garages. There are several reasons for this phenomenon - this is disappointment with the results of Evstifeev’s work, and the refusal to criminally prosecute all those involved in the affairs of the ex-head and the non-extension of fair retribution to his team, and the presentation of insignificant facts to Markelov by the investigation, and the participation of former members of his team in the leadership various social and political republican structures. In addition, most of the Markel conscription officials remained in their posts, and there was also a co-optation of Markel propagandists into Evstifeev’s journalistic pool. Minakov, formally the second highest bureaucratic rank in the republic, continues to confidently fall in the ranking. Having started in the first top, where the positions of officials of the Markel conscription were recorded, from 8th place, he then moved successively to 29th, 33rd place, and in the current top he ended up at 40th.     If at the beginning of 2018, before the presidential elections of the Russian Federation, in Mari El there was, although a rather modest, increase in the administrative, business and economic activity of the regional elites, then in the second half of the year there is a completely opposite situation. The republic again plunged into socio-economic stagnation, which has long been its calling card.

    Business inactivity in the region has become a reflection of political stagnation.

    Despite the failure of the party in power to find solutions to the most complex socio-economic problems facing regional authorities, not a single political force managed to seize the initiative and worthily put on the agenda the issue of stabilizing economic tension.

    The passivity of the opposition forces is noteworthy; this only emphasizes the lack of real opposition competition in the region. For quite a long time, representatives of various public organizations, parties and movements that have no real evidence of their political ambitions have been unsuccessfully replacing each other on the political platform of Mari El. Against the backdrop of this political cacophony, which speaks of the absence of any serious intentions on the part of the opposition, it became noticeable that some political activity in the region is just a tribute to fashion.

    It is extremely difficult to govern the region in such a situation. The head of Mari El faces global challenges, on the solution of which the future fate of the republic depends. However, the work of the administrative apparatus is blocked by internal inter-elite disagreements and intrigues, which makes the region uncontrollable. The progressive development of the region in conditions of political and economic stagnation has become impossible.

    After Evstifeev formed the government, they talked a lot about the toughness of Sergei Smetanin, but now this is not noticeable. The atmosphere in the republic is more than peaceful, the issue of protests on pension reform has been very well resolved, from the point of view of the ruling party - they found an excellent site, which is neither in the center nor in the industrial zone, so both the sheep are safe and the wolves are fed. The pension protest was quieter than, probably, anywhere else, although this is partly the “fault” of the population of Yoshkar-Ola, which does not come to rallies even on days off in good weather.

    The communists reduced the degree of their opposition, stretching the protest over several rallies and losing the opportunity to fight for a referendum on pensions in a rather unsightly and inconspicuous manner. In addition, it seems to me that relying on old slogans in the spirit of “Workers of all countries, unite” or “All power to the workers” does not play in their favor. Regardless of the content, an old-fashioned presentation is always bad in itself. Even this same thought is better put in a different package. But Sergei Kazankov distinguished himself with his bottle, which “voted” in the State Duma instead of Zhores Alferov. Some write that Kazankov has disgraced himself, but it seems to me that rare funny moments, if you acknowledge them and don’t hide, even increase your rating. The deputy did not hesitate to answer a question from a local journalist directly in the comments feed on Facebook, and from such moments, in general, movement in the right direction begins in the relations between deputies and their constituents.

    The bill on the optional study of native languages, despite its rather passive discussion in Mari El (and especially the absence of official statements), in my subjective opinion, still added to the rating of national associations.

    Returning to Evstifeev - he probably had the task of calming the situation after what Markelov had done, and as a crisis administrator he completely succeeded, calmed the opposition and put the people to sleep. Sometimes it seems that Mari El is not Russia at all, in a good way words.

    Only Roskomnadzor, with its idiotic case against “Man and Law,” reminded us what kind of country we live in. The increasing activity of the department is frightening, so I give the head of the RKN a higher rating this time, wincing and hoping that this will pass soon.

  • Public figure

    Currently, almost all participants in the rating have dropped significantly. This is due to the fact that they have become less active in public space and public life. Moreover, there are no long-term strategic agendas in the region. Everyone performs their own small tasks, and it is not clear that the political and business elite of the region are included in one common cause. The conceptual framework for the region's development has not been outlined, and the region's elite cannot loudly voice its agenda.

One of the main requirements of the present time is to increase the efficiency of cultural institutions and improve the quality of services provided in the field of culture. Work of the ministry

In recent years, the Ministry has developed and approved quality standards for budget services in the field of culture, a procedure for assessing the need and conformity of the quality of budget services provided approved standards. Improving the financial situation of cultural and art workers, creating additional incentives, and reducing staff turnover in subordinate institutions is achieved through the introduction of new remuneration systems. In recent years, the ministry has been developing and successfully implementing republican target programs for the ethnocultural development of the Republic of Mari El, the preservation of the intangible cultural heritage of the peoples of the republic and the development of cultural and leisure activities, state support and development of the media and book publishing, as well as the program “Cultural Heritage of the Republic of Mari El” .

In 2008, specialists from the ministry developed and approved by decree of the Government of the Republic of Mari El the Republican target program “Culture of Mari El for 2009-2013”, within the framework of which it is planned to develop professional art, museum and library science, film distribution and film video networks, preserve and develop the system of artistic education, carry out major repairs of buildings that house republican cultural and art institutions.

In the Republic of Mari El, on the initiative of the President of the Republic of Mari El, Leonid Igorevich Markelov, a grandiose museum and exhibition project was implemented - the National Art Gallery was built, equipped with modern technological equipment, climate control systems, special lighting, and the latest security and fire alarm systems. The gallery opened to the public in November 2007 with the exhibition “Faces of Time. Cultural heritage of Mari El”, which reflected various aspects national culture– from ancient artifacts to ethnofuturistic painting. As part of the state administrative reform, the Ministry has developed and is successfully implementing administrative regulations for the provision of public services– certification of teaching and management personnel, licensing and state accreditation of educational institutions.

The object of close attention from the Ministry of Culture, Press and National Affairs of the Republic of Mari El is the sphere of functioning and socio-economic development of the subordinate media and the financial and economic activities of enterprises in the printing industry. The uninterrupted functioning of the state media system is ensured by one of the structural divisions of the ministry - the department of press and mass communications. Printing and publishing of state, departmental and commercial publishing houses and printing houses of the republic as a whole solves the problem of providing the population of the republic with fiction, educational, scientific and special literature. Until recently, when publishing socially significant literature, which did not arouse commercial interest among publishing houses, a government order system was practiced.

However, since 2007, after the adoption of the Decree of the Government of the Republic of Mari El “On the procedure for providing subsidies and subventions for state support and development of media and book publishing,” the ministry has introduced a new, more effective mechanism for stimulating the publication of books in the state languages ​​of the Republic of Mari El. Due to funds allocated from the republican budget, the cost of books is reduced, their circulation and range are increasing. Works of classics of Mari literature, modern authors, children's and educational publications are becoming available to a wider range of readers.

In 2008, in order to implement Federal Law dated June 25, 2002 No. 73-FZ “On objects of cultural heritage (historical and cultural monuments) of the peoples of the Russian Federation” and Decree of the Government of the Republic of Mari El No. 8 dated January 18, 2008 “Issues of preserving the use and protection of cultural heritage objects”, a new one has been created in the ministry structural subdivision– management for the conservation, use and protection of cultural heritage sites.

Department employees, together with the bodies of Rosokhrankultura in the Republic of Mari El, take part in checking compliance with legislation when introducing repair and restoration work on historical and cultural monuments of federal significance - the Ascension Cathedral in the city of Yoshkar-Ola and the Sheremetyev Estate in the village of Yurino, as well as the largest cultural heritage sites regional significance. The Department exercises control over the conduct of excavations on the territory of the republic, including in the historical part of the city of Yoshkar-Ola, on the territory of the Tsarevokokshay Kremlin museum-historical complex currently under construction.
