Not everyone must report, but only those included in the sample.

What reports must be submitted to statistical authorities in 2018

All companies submit a balance sheet and financial statements. Let us note that organizations must submit an annual balance sheet, a statement of financial results and appendices to them to the state statistics authorities at the place of registration (clause 1 of article 18 of the Federal Law of December 6, 2011 No. 402-FZ). Thus, a mandatory copy of the financial statements for 2017 must be submitted no later than three months after the end of the reporting period, that is, until March 31, 2018 inclusive.

Attention! Absolutely all companies submit this form. To do this, you do not need to receive any letter from Rosstat. Entrepreneurs do not submit financial statements, since they are allowed not to do accounting.

If you have a micro-enterprise or individual entrepreneur, then you only need to report to “statistics” based on the results of the year. Other small firms report every quarter. Continuous and selective observation

Statistical observation can be solid or selective.

In the first case, statistical reporting must be submitted all respondents in the study group. For example, if continuous statistical monitoring of activities in the field of trade in motor vehicles is carried out, the established forms of statistical reporting must be submitted by all organizations and entrepreneurs that were assigned OKVED code 50.10 when registering with the territorial division of Rosstat.

If a sample observation is carried out, not all organizations and entrepreneurs that trade in vehicles must submit statistical reports, but only those that, by decision of Rosstat, were included in the sample.

Continuous statistical observations regarding their activities are carried out once every five years (Part 2 of Article 5 of the Law of July 24, 2007 No. 209-FZ). The last continuous observation was in 2016 (passed in 2015) . Accordingly, the next continuous observation will be in 2021.

In 2018 - only selective observation.

Selective statistical observations are carried out:

  1. monthly and (or) quarterly - in relation to small and medium-sized enterprises;
  2. annually for micro-enterprises.

The list of small and medium-sized businesses subject to selective statistical observation is determined annually by Rosstat. Only organizations and entrepreneurs should submit statistical reports as part of sample observation. which are included in this list.

To accurately determine the composition of your statistical reporting, it is better to immediately contact the territorial division of Rosstat at the place of registration. Informing about what forms need to be submitted and how to fill them out is the direct responsibility of the territorial divisions of Rosstat. Moreover, they are obliged to do this free of charge.

Also, go to the official website of the department. Often the necessary information can be found on the websites of regional branches of Rosstat. They are all presented in the form of an interactive map on the Rosstat portal. Such sites are organized according to a single principle. Thus, in the “Reporting” section there is a special provision for the “Statistical reporting” item. In it you can look at current federal and regional statistical reports, find instructions on how to fill them out and, most importantly, decide whether you need to submit them.

Tables of current statistical reporting forms are also provided on the department’s website. They have been developed and systematized in accordance with the All-Russian Classification of Types of Economic Activities (OKVED).

Forms of statistical reporting are indicated according to the lines of the timesheets. Types of economic activity are shown in the columns of the table; the section number according to OKVED is indicated in brackets (the first two digits of the OKVED code). The + sign at the intersection of the lines and the graph indicates that an organization or entrepreneur that is engaged in a particular type of activity is required to submit this form of statistical reporting.

In 2018, observation is selective (Clause 1, Article 5 of the Federal Law of July 24, 2007 No. 209-FZ). This means that the forms are filled out only by those companies and individual entrepreneurs that were included in the sample.

In the first line, leave “notice for legal entities” if you are an accountant in a company. This value is the default. If you want to find out about individual entrepreneurs’ reports, select in this line “notification for individual entrepreneurs, heads of peasant (farm) farms.”

Next, enter your details. Indicate OKPO, INN or ORGN (for entrepreneurs - OGRIP). You can fill in all fields or just one of your choice. After that, enter the verification code. These are the numbers you will see on the screen next to the field (see picture below).

Click the button "search". If you specified everything correctly, the search results will appear on the screen. You will see OKPO and the name of your company. Select "List of forms". The system will give you the file Statgorms********.pdf. Instead of asterisks in the file name there will be your OKPO code. This notification file specifies which reports and when to submit to “statistics”. See an example of a notification with form names at the top of this page.

If your notification contains only OKPO and the name of the company, you are in luck. This means that you were not included in the sample and are not filling out statistical forms for 2017. See an example of a blank notification below.

You can download the reporting forms from the same Rosstat service where you received the notification. Go to the notification file. In the right column of the plate you will find the OKUD report code and the inscription "Download". Click on this inscription, and another table will appear on your screen. Depending on what kind of report you require, the table will have forms for small businesses, for companies that sell alcohol, etc.

Select the report you need in the new table and click on its code. You will receive the form in text format. Save it to your computer to print or immediately fill out electronically.

You can fill out reports in “statistics” manually and personally bring them to the territorial office of Rosstat. Or you have the right to send a paper report by regular mail by registered mail with notification and a list of the attachments. In the inventory, indicate which forms you are sending.

Another variant. You can fill out an electronic report and send it through the Rosstat website gks.ru or through a specialized telecom operator. In both cases, you must have an electronic signature certificate.

Fines for failure to submit reports to Rosstat

If you are included in the sample, but did not submit the required report, you will be fined under Article 13.19 of the Code of Administrative Offenses of the Russian Federation. For officials and entrepreneurs, the amount of sanctions is from 10,000 to 20,000 rubles. For organizations - from 20,000 to 70,000 rubles. The exact amount will be determined by the head or deputy of the territorial body of Rosstat (Part 2 of Article 23.53 of the Code of Administrative Offenses of the Russian Federation).

If you have not submitted your company’s accounting records to “statistics,” you may face sanctions under Article 19.7 of the Code of Administrative Offenses of the Russian Federation. For company officials, this is a fine of 300 to 500 rubles. or warning. Plus, the organization itself will be subject to a fine of 3,000 to 5,000 rubles. The violation protocol is drawn up by specialists from Rosstat (Article 28.3 of the Code of Administrative Offenses of the Russian Federation). And the amount of the fine will be set by the magistrate (Part 1 of Article 23.1 of the Code of Administrative Offenses of the Russian Federation and letter of Rosstat dated February 16, 2016 No. 13-13-2/28-SMI).

For failure to submit statistical reports, firms face an administrative fine of up to 70,000 rubles, and for an unsubmitted balance - up to 5,000 rubles. (Articles 13.19 and 19.7 of the Code of Administrative Offenses of the Russian Federation).

If you are an accountant at a firm that was included in the statistical sample, be careful. For accounting and statistical reporting not submitted to Rosstat on time, two types of administrative fines are imposed. Under articles 13.19 and 19.7 of the Code of Administrative Offenses of the Russian Federation. So find out in advance what reports are expected of you. And submit all forms on time.

The territorial statistics office requests most reporting forms and information independently. That is, a form is sent to the institution (by hand, by mail, in an electronic request), which must be filled out and submitted. The composition of reports to Rosstat was adjusted more than once in 2019.

For example, in the public sector, the frequency of “ZP” reports has been changed in terms of the social and scientific spheres of activity. Note that previously reports of the types ZP-education, ZP-science and ZP-health were submitted quarterly. Now they have become monthly.

Due to the huge number of controlled entities, Russian statistics do not always have time to send requests to all recipients. However, the absence of an information request does not exempt an organization from mandatory reporting to Rosstat in 2019. For this, the institution faces a large fine under Article 13.19 of the Administrative Code.

In order to prevent administrative penalties, Rosstat strongly recommends checking the reporting on the TIN. We'll tell you how to do this later.

Rosstat - reporting by TIN: verification algorithm

Identifying the full composition of statistical reporting will not take much time. To carry out Rosstat verification of TIN reporting, you only need a computer with access to the Internet and your organization’s TIN.

The first step is to switch to the official electronic portal: Rosstat - reporting of organizations by TIN. The appearance of the Internet portal page looks like this:

Step two - we enter the details of the organization in order to check on the Rosstat website which reports to submit using the TIN. If the company’s TIN is unknown, then information can be obtained from OKPO or OGRN.

Step three - click the “Get” button. It is located directly below the fields for entering subject identification information. The system analyzes the entered details and almost instantly produces search results.

So, let's analyze the information received. The first part of the generated search results contains the registration codes of the economic entity. These codes are also contained in the Letter from Rosstat, which is sent to the organization upon initial registration. If the letter is lost, the codes can be checked here.

In simple words, an organization can download a list of reports or re-prepare and print a letter with codes from Rosstat.

Rosstat: financial statements

The deadline for submitting accounting reports is no later than three calendar months from the end of the reporting period. That is, no later than March 31 of the year following the reporting year. You can submit accounting information on paper (in person or by mail) or fill out an electronic form and send accounting records via secure communication channels.

Reporting to statistics in 2017 depends on the size of the company and type of activity. The table contains deadlines for submitting common forms of statistical reporting. Useful for companies and individual entrepreneurs.

What determines the set of reporting in statistics in 2017

Statistical reporting is a set of data that entrepreneurs and organizations are required to provide to government statistical bodies. Such information is mandatory and has a clearly defined form.

There are two types of statistical research − solid And selective. As a result of continuous observation, the report is submitted by all subjects that fall under it, and in specifically defined lines. Selective sampling allows the statistics body to conduct research by independently identifying the object.

Who serves

All economic entities are divided into individual entrepreneurs and organizations (legal entities). The latter, in turn, also have types defined by law. Most often, classification is carried out depending on the size of production.

According to these criteria, enterprises are divided into:

  • small;
  • average;
  • large.

Individuals who are engaged in entrepreneurial activities are separately identified. This is the main classification, depending on which the type of reporting forms and the frequency of their submission are determined, but it is not the only criterion.

There are many factors that are taken into account. Among them: type of activity, volume of revenue, availability of a license, etc. Let's briefly consider the gradation according to the main criterion.

Individual entrepreneurs (IP)

The law obliges individual entrepreneurs report to statistical authorities once every 5 years. The statistical report is simplified, because individual entrepreneurs are not required to keep accounting records. Accordingly, such information is not collected or accumulated by Rosstat.

Small organizations

The Federal Law “On the Development of Small and Medium Enterprises in the Russian Federation” establishes statistical accounting requirements for this category. It is also envisaged to conduct research of two types: through continuous and selective observations. The first of them are held every 5 years, which simplifies the reporting system.

As for sample observations, the Federal Law provides two sampling options and, accordingly, reporting - monthly and quarterly.

Reporting is generated using data that relates to the company's accounting and indicators of profitability or unprofitability of its activities.

Medium and large

The same laws apply to the reporting of medium-sized companies as to small ones. This means that the frequency of observation remains unchanged, but the list of information that is provided has been expanded.

Large enterprises are those whose revenue exceeds 2 billion rubles, and the number of employees is more than 100 people. The frequency of reporting depends on its form. For example, form No. P-3 contains indicators of financial condition, is compiled every month and submitted to the regulatory authority no later than the 28th day following the accounting month.

As for information on the salaries of employees by profession and position, such information, filled out in the appropriate form, is provided once every 2 years.

There are many forms of accounting for large enterprises. This is explained, first of all, by the large turnover, the number of subordinates, as well as a huge range of activities.

Rest

As for other business entities that were not taken into account above, they are obliged to send data to the statistical authorities only after receiving a written request.

Where and how to submit

Many questions arise even after the statistical accounting form is completed. It is important to know that reporting is submitted to the territorial division of Rosstat, which operates in each of the administrative units of the Federation.

There are several serving options, including:

  1. In person (providing a paper copy of the location of the organ).
  2. By mail.
  3. Electronically (by filling out a special form on the department’s website).

Fines and regulations

For violations of the submission of statistical data, an administrative fine is provided. Responsibility is provided for in Article 13.19 of the Administrative Code. The legislation also identifies several forms of such an offense:

  • failure to provide data or provision in violation of order;
  • late delivery;
  • submission of data that is unreliable.

The issue of determining which data are unreliable is resolved by the Regulations on the conditions for the mandatory provision of primary statistical data. It is established that information that is filled out in violation of existing instructions and has errors of a logical and arithmetic nature is unreliable.

The Code of Administrative Offenses also determines the amount of the fine, which varies from 10,000 to 20,000 rubles for officials, and for legal entities is an amount of from 20,000 to 70,000 rubles. In case of repeated violation, the penalty is significantly increased and amounts to from 30,000 to 50,000 rubles for officials and 100,000 - 150,000 rubles- legal entities.

How to define reporting forms using OKPO

All reporting forms used for monitoring are approved by Rosstat. Business entities can gain general access to any of them, but this is not necessary, because their number and composition are determined for each enterprise separately.

There are two ways to find out whether a company needs to file reports for a period:

  1. Independently (on the official website).
  2. Having received a notification letter (Rosstat is obliged to send an official letter that contains the forms necessary to fill out).

You can independently determine such a list using. To do this, you need to open the federal website of Rosstat www.gks.ru and enter the individual number in the appropriate line.

If the code starts with zeros, there is no need to enter them. The list of forms, available upon request, is public and is updated weekly.

Additionally, it is possible to obtain the full name of the form, the lines in which the report should be submitted, and the frequency of changes.

The main purpose of statistical bodies is to provide objective and complete statistical information about economic indicators in the country. To cope with this function, Rosstat identifies companies from which it requests the necessary data either by a continuous method or selectively based on certain criteria. Large and medium-sized businesses often fall into his sphere of attention.

Depending on their type of activity, companies are required to submit reports to Rosstat using special forms. The frequency of submission for each form is different: quarterly, annually, once and every three years. The advantage of small companies

An organization is considered small if the following conditions are met:

  • The share of participation of other legal entities not related to small and medium-sized businesses in the management company is no more than 25%;
  • The average number of employees in the previous year did not exceed 100 people;
  • The volume of revenue received (excluding VAT) in the previous year did not exceed 800 million rubles.

In this case, statistical reporting is submitted in a simplified manner. This advantage is mentioned in the Federal Law “On the Development of Small and Medium Enterprises in the Russian Federation” No. 209-FZ of July 24, 2007. The simplified procedure implies that complete collection of statistical data occurs once every five years, and in other cases a selective monitoring method is used.

Small businesses occupy the largest share among legal entities, so it is not surprising if your organization has never submitted statistical reports. Often, statistical authorities notify organizations in writing of the need to submit statistical data. You can find out that a company is included in Rosstat’s sample not only through the Russian Post, but also from the territorial statistics office. Accounting reporting to statistics

At the end of 2017, companies must submit financial statements until March 31, 2018 inclusive, not only to the tax authorities, but also to the statistical authorities. Since since 2013, companies using the simplified tax system are required to maintain accounting records, which means they also need to submit their balance sheet to statistics. This can be done both on paper and electronically. Absolutely all companies submit accounting reports to Rosstat; this does not require a letter from Rosstat.

PM form Small businesses submit to Rosstat. Deadline - until the 29th day of the month following the quarter. The form is submitted to the territorial body of Rosstat at the address established by it, which is reported in a letter from Rosstat.

Form MP-Micro is filled out in accordance with the instructions of Rosstat dated November 2, 2016 No. 704. The form is submitted once a year no later than February 5, 2018 to the territorial body of Rosstat at the address established by it. Those included in Rosstat’s sample are required to submit the form (a letter should be sent by mail).

In 2016, a continuous observation took place, which happens once every five years: all firms and entrepreneurs submitted statistical reports. In 2018, observation is selective; forms are filled out by companies and individual entrepreneurs that were included in the sample. Responsibility for failure to submit Rosstat reports

If a company does not submit reports to Rosstat on time, or the data in them is distorted, then the company and its manager (or entrepreneur) may face a fine. From December 30, 2015, in accordance with the amendments made to Art. 13.19 of the Code of Administrative Offenses of the Russian Federation, the amount of fines has increased significantly. The manager now faces a fine of 10 to 20 thousand rubles, and the company - from 20 to 70 thousand rubles.

If the company continues to violate reporting deadlines or provide false data, repeated fines will be significantly higher. The manager will be fined from 30 to 50 thousand rubles, and the company - from 100 to 150 thousand rubles.
