SECTION "QUALIFICATIONS
POSITIONS OF MANAGERS AND ARCHITECTURAL SPECIALISTS
AND URBAN PLANNING ACTIVITY"

1. GENERAL PROVISIONS


1. This section of the Unified Qualification Directory (hereinafter referred to as the CQS) was developed taking into account the requirements Federal Law dated December 29, 2004 N 190-FZ "Town Planning Code of the Russian Federation" (Collection of Legislation of the Russian Federation, 2005, N 1 (Part I), Art. 16).
2. Qualification characteristics of positions of managers and specialists in architecture and urban planning (hereinafter referred to as qualification characteristics) are intended to resolve issues related to regulation labor relations, providing effective system personnel management of organizations in the urban planning sector, regardless of their organizational and legal forms and forms of ownership.
Qualification characteristics are designed to contribute to the correct selection and placement of personnel, improving their business qualifications, rational division of labor, creating an effective mechanism for delineating functions, powers and responsibilities between employees, as well as establishing uniform approaches to determining their job responsibilities and the qualification requirements for them.
3. Qualification characteristics can be used as regulatory documents or serve as the basis for the development job descriptions, containing a specific list of job responsibilities of employees, taking into account the peculiarities of the organization of production, labor and management, as well as their rights and responsibilities. If necessary job responsibilities, included in the qualification characteristics of a certain position, can be distributed among several performers.
When developing job descriptions, it is possible to clarify the list of works that are characteristic of the corresponding position in specific organizational and technical conditions, and to establish requirements for the necessary special training of employees.
4. The qualification characteristics of each position have three sections.
The section “Job Responsibilities” establishes the main job functions that can be entrusted in whole or in part to the employee holding this position, taking into account the technological homogeneity and interconnectedness of the work, allowing for optimal specialization of employees.
The “Must Know” section contains the basic requirements for the employee in relation to special knowledge, as well as knowledge of legislative and other regulatory legal acts, regulations, instructions and other documents, methods and means that the employee must use when performing job duties.
The section "Qualification Requirements" defines the level vocational training employee necessary to perform job duties, requirements for advanced training and qualification certification, as well as requirements for work experience.
Qualification characteristics provide for certification of the compliance of managers and specialists in their types of activities with the requirements of legislative and other regulatory legal acts.
5. The qualification characteristics of specialist positions provide for within the same position without changing its name an intra-position qualification categorization for remuneration.

^ I. GENERAL PROVISIONS

1. The section “Qualification characteristics of positions of educational workers” of the Unified Qualification Directory of Positions of Managers, Specialists and Employees (hereinafter - UKS) is intended to resolve issues related to the regulation of labor relations, ensuring an effective personnel management system for educational institutions and organizations, regardless of their organizational and legal forms and forms of ownership.

2. Section "Qualification characteristics of positions of education workers" of the EKS consists of four sections: I - " General provisions", II - "Positions of managers", III - "Positions of teaching staff", IV - "Positions of educational support staff."

3. The requirements imposed by the CEN for educators are aimed at increasing the productivity of their work, labor activity, business initiative and competence of educators, the fullest use of their professional and creative potential, rational organization of labor and ensuring its efficiency. At the same time, competence is understood as the quality of an employee’s actions that ensure an adequate and effective solution to professionally significant problems. subject problems problematic in nature, as well as a willingness to take responsibility for their actions. ^ Information competence - the quality of employee actions that ensure effective search, structuring of information, its adaptation to specific needs pedagogical process and didactic requirements, formulation of an educational problem in various information and communication methods, qualified work with various information resources, professional tools, ready-made software and methodological systems that allow designing solutions to pedagogical problems and practical tasks, the use of automated teacher workstations in the educational process; regular independent cognitive activity, readiness to conduct remote educational activities, the use of computer and multimedia technologies, digital educational resources in the educational process, maintaining school records on electronic media.

^ Communication competence - the quality of the employee’s actions, ensuring the effective design of direct and feedback with another person; establishing contact with students (pupils, children) of different ages, parents (persons replacing them), work colleagues; ability to develop strategy, tactics and techniques for interacting with people, organizing them joint activities to achieve certain socially significant goals; the ability to persuade and argue one’s position; mastery of oratory, literacy in oral and written speech, public presentation of the results of one’s work, selection of adequate forms and methods of presentation.

^ Information competence - the quality of employee actions that ensure effective search, structuring of information, its adaptation to specific needs educational process, the use of various information resources, professional tools, ready-made software and methodological complexes for performing typical professional practical tasks; the use of computer and multimedia technologies in the educational process, maintaining school records on electronic media.

^ Communication competence - the quality of the employee’s actions, ensuring effective contact and interaction with students (pupils, children) of different ages, parents, (persons replacing them), work colleagues; the ability to implement strategy, tactics and techniques of interaction with people, organize their joint activities to achieve set goals; mastery of persuasion techniques, state language, competent official in writing, communication techniques and professional etiquette.

^ Legal competence - the quality of the employee’s actions, ensuring the effective use of regulatory legal documents in professional activities to solve professional problems.

4. The qualification characteristics contained in the section “Qualification characteristics of positions of education workers” of the EKS (hereinafter referred to as qualification characteristics) are designed to facilitate the correct selection and placement of personnel, improve their business qualifications, rational division of labor, create an effective mechanism for delineating functions, powers and responsibilities between employees, as well as the establishment of uniform approaches to determining their job responsibilities and qualification requirements for them.

5. Qualification characteristics can be used as normative documents or serve as the basis for the development of job descriptions containing a specific list of job responsibilities of employees, taking into account the peculiarities of labor organization and management, as well as the rights, responsibilities and competence of employees. If necessary, job responsibilities included in the qualification characteristics of a certain position can be distributed among several performers.

6. The qualification characteristics of each position have three sections: “Job responsibilities”, “Must know” and “Qualification requirements”.

The “Job Responsibilities” section contains a list of basic job functions that can be fully or partially entrusted to the employee holding this position, taking into account the technological homogeneity and interconnectedness of the work, allowing for optimal specialization for employee positions.

The “Must Know” section contains the basic requirements for the employee in relation to special knowledge, as well as knowledge of legislative and other regulatory legal acts, regulations, instructions and other documents, methods and means that the employee must use when performing job duties.

The section “Qualification Requirements” defines the level of professional training of an employee required to perform job duties, certified by educational documents, as well as requirements for work experience.

7. When developing job descriptions, it is allowed to clarify the list of works that are characteristic of the corresponding position in specific organizational and pedagogical conditions (for example, a vacation period that does not coincide with the vacation of employees, cancellation for students, pupils training sessions, changing the regime of the educational process for sanitary-epidemiological, climatic and other reasons, etc.), as well as establishing requirements for the necessary special training of workers.

8. In order to improve the organization and increase the labor efficiency of employees of the institution, it is possible to expand the range of their responsibilities in comparison with those established by the corresponding qualification characteristics. In these cases, without changing the job title, the employee may be entrusted with performing duties provided for by the qualification characteristics of other positions that are similar in content of work, equal in complexity, the performance of which does not require another specialty and qualifications.

9. When developing job descriptions for employee positions related to industry-wide employee positions, as well as for employee positions characteristic of other types economic activity(medical workers, cultural workers: artistic directors, conductors, directors, choreographers, choirmasters, library workers, etc.), the qualification characteristics provided for the corresponding employee positions are applied, with a clarification of the list of works that are characteristic of the corresponding position in specific organizational and pedagogical conditions.

10. The job title “senior” is used provided that the employee, in addition to performing the duties prescribed by his position, manages the performers subordinate to him. The position of “senior” can be established as an exception and in the absence of performers directly subordinate to the employee, if he is entrusted with the functions of managing an independent area of ​​​​work.

11. Persons who do not have special training or work experience established in the section “Qualification Requirements”, but have sufficient practical experience and competence, perform their job duties efficiently and in full, on the recommendation of the certification commission, as an exception, may be appointed to appropriate positions in the same way as persons with special training and work experience.

^ II. MANAGEMENT POSITIONS

Monitors the targeted use of funds for the implementation of measures to improve labor conditions and safety. Takes part in the work of the commission for certification of workplaces for working conditions, organizes the interaction of members of the certification commission for certification of workplaces for working conditions, created in the organization in the prescribed manner. Participates in the development of sections of the collective agreement regarding the preparation of measures to improve labor conditions and safety in the organization, as well as the rights and responsibilities of employees and management of the organization in the field of compliance with labor safety requirements, controls the work on the preparation of proposals from the structural divisions of the organization for inclusion in the improvement action plan conditions and labor protection. Organizes work on the preparation of technical specifications for the provision of services in the field of labor protection, the supply of personal and collective protective equipment, as well as the assessment of proposals received from suppliers of individual and collective protective equipment for their supply. Organizes and participates in the investigation of industrial accidents and occupational diseases, analysis of the causes of industrial injuries, occupational diseases, and in the development of measures to prevent them. Carries out the development of measures to increase the level of employee interest in improving working conditions and safety. Organizes and participates together with others structural divisions organizations in developing plans and programs to improve working conditions and safety, eliminate or minimize occupational risks. Organizes monitoring of compliance with labor protection requirements, safe techniques and work methods during internships for students of institutions of secondary and higher vocational education and labor training schoolchildren.
