Their actions were limited to declarations and visits to politicians, because Ukraine was still within the sphere of direct interests of Russia. Recognizing this, much less taking any decisive action, was tantamount to declaring war on Russia.

That's when they activated Merkel, destroying her image that has developed over the years. Nothing happens for nothing, and its activation was also not a spontaneous action.
